Before You Pursue an RHTP Opportunity: A Practical Applicant Checklist
An RHTP-related document is worth pursuing only after the team can identify the official issuer, the controlling version, the response vehicle, and the actual submission requirements. This guide is not legal or grant-writing advice; the solicitation controls.
Who can apply for an RHTP opportunity?
There is no single applicant-eligibility rule for every state RHTP opportunity. CMS awards program funding to states; if a state later issues a grant, procurement, or other response opportunity, that notice determines which organizations may apply or respond. Read the eligibility section of the current notice and any amendments before deciding your organization qualifies. Do not infer eligibility from a state award, project summary, or program page.
How do I find an RHTP application?
Start with the RHIhub directory of state Rural Health Transformation Program pages to find a state’s program route. Then follow the link to the state agency’s own website and look for its current funding, grants, or procurement notices. If an application opportunity exists, use the notice linked by the issuing agency to confirm the application form, eligibility, submission instructions, deadline, and amendments. What the federal program tells you
CMS describes RHTP as a $50 billion program across fiscal years 2026 through 2030, implemented through awards to states. States must use funds for three or more approved uses. The program's approved uses and strategic goals can help a team understand the kinds of rural-health work a state may prioritize. They do not create an opportunity, eligibility rule, or deadline for a particular organization.
What to watch at the state level
Build an internal pursuit decision around the direct document. Confirm the entity that may respond, scope of work or eligible activity, partnership and registration requirements where stated, budget rules where stated, submission portal, deadline and time zone, questions process, and evaluation criteria. Save the document version and every official amendment with the submission record.
CMS announced awards to all 50 states, but each state implements its own strategy. A state narrative, award notice, webinar, FAQ, or general program page is useful context. It is not automatically an RFP, RFA, NOFO, grant application, or contract notice. The controlling item is the agency document that identifies the issuer, scope, response instructions, and deadline or procurement schedule.

- What registrations, partners, attachments, and internal approvals are actually required?
- Who owns the submission, and have we verified the portal, time zone, and questions deadline?
